Ill try this thanks. The clock speeds are normal, around the rated at 1620Mhz(hope i saw this right)so are the temp, avg 55-60⁰C

i'd say just go back to the old drivers? Uninstall current ones with DDU and then download the previous one you used directly from Nvidias website. If it still gives you issues we'd have to look at it again. 
Else i guess you made sure that the Temps and clock speeds are still normal?

heres an epyc 9654 96 core 192 thread cpu for 2100$
Heres a dual socket gigabyte mz33 aro for 1500$
Heres some micron ddr5 64gb 4800 ecc sticks at 150$ each for a total of 3200$ and 1.5tb of ram (1536gb)
 
That leaves 3000$ for the rest of the build

yes - you can do this.
but no, dont. this is EXTREMELY dangerous, you have to disconnect the earth lead from all but the first psu's power cord, insulate or remove all but the first psu's chassis, you cant bolt them together with anything conductive or you'll have 48 volt dead shorts, etc...
 
MeanWell probably makes something you can use either in a single psu form, or two in parallel.
