Is an IPS 350 nits 45% NTSC screen bad?

Might be a better idea to post the exact model here instead of some random specs. Not everything can be shown in specs unfortunately.

45% NTSC is pretty weak. sRGB is 72% NTSC so you're not even at that baseline. You'll want something nicer if colour reproduction matters.

It's not just bad, it's horrible. Get an IPS monitor with at least 99% sRGB color space coverage.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
