It more or less took me a year of self teaching. I would find an issue, fix it, break something else in the process, so-on. I never concidered myself a techie at the time, I just needed to fix things as I was too poor to replace them. Thus I never watched tech YT channels or even guides on how to fix my issues. Just kept trying things till it worked.
Now a days I can rattle off facts on most any piece of tech hardware on varying levels of usefulness.

I think going with a 2200g or 2400g should be fine, if it doesnt have gpu acceleration and you think you need it, anything maxwell 2.0 + (IE a 960 or something, or most 10 series cards) and a cheap R3 would work.

I think that would probably help the forum but I always felt super uninvited whenever I would venture on to reddit or something and be forced to comment and help before asking a question that no one else seems to know the answer to. I dont think it'll end up being implemented.

It's nice that that's the case, and I think it would be healthy for the actual activity level of the forum to force new users to actually interact with other threads and learn a thing or two by exploring the search function before just doing a fire and forget topic about their bluescreen problem. It would probably help diminish the amount of threads that have users not understanding the quote function, or not asking Linus himself to answer their question (as funny as that is)

Looking at benchmark and reviews, they're averaging about 70FPS with drops to around 55FPS. You're not that far off.
Considering you're using an older CPU and slower DDR3, that might be responsible for the slight performance loss you're seeing. Run MSI afterburners On Screen Display while playing and check what your CPU usage is at during the benchmark. Show all core usage.
Otherwise just turn the settings down to "Very High" instead of Ultra.

You say "underselling" but they didnt use as good ram, ssd, cooler, motherboard, case, or psu which probably cost half the price in every regard on the retail market, disregarding that they get the bulk purchase discount.

Customize -> Check: Enable custom resolutions not exposed by the display -> make a new one, 2560x1440, progressive, 60hz refreshrate, try it, it works -> select it, done.

Some users have their own warranties. If the part doesnt work you can easily get a refund via eBay. Doesn't particularly matter, most stuff lasts 10 years, and if its been reduced by 4 years then it doesnt matter, the usable life span is probably only 4 years more anyway.
You can be safe by using the right sellers ?

No, it ain't worth it, the i7 7700 is comparable to the i5 8400 already, you will see barely no performance increase at all with an i5 8600...
And i7 8700 would make more sense as it will boost 200mhz higher than the i7 7700 on all cores while giving you those 2 extra cores alongside Hyper-Threading also.
Then again for gaming you'll remain limited by your GPU, and productivity it'll depend on what you do with the system, if it's just common desktop usage; probably not worth it.

That sounds stupid. Try playing on a different server. The EU has two servers, Asia has 2 or 3, and the US has 4. You can change them in Gamesettings.ini in C:/Users/(Your pc username)/Documents/Games/Rainbow Six Siege/(Your player tag according to ubi, not your username)/Gamesettings.ini > scroll to the bottom and read the instructions.
What the fuck? Only Brazil and northern europe have been like that in my experience, and even that was rare. In casual it is extremely common.
Yeah, Siege is becoming quiet big with EG, G2, C9, Fnatic, and Faze to name a few in the esports scene.

Some ideas (I play siege a bit, only 2800 hours)
1. Stop playing with him ?????
2. Play ranked, people tend to TK less in ranked compared to Casual.
3. Play competitive siege; (ESL, CCS, IEG, Scrims with a team, etc. All teams will never TK unless its an accident, obviously)

I personally dont use anti-virus software, I just stay away from the shade. Every now and then I use Malwarebytes
