You have a pretty good computer now. I don't think $750 is enough for what it is and I really think you should wait a few months to see if we actually get Intel 9th Gen and 11 series GPUs. I also think custom water cooling is cool, however I stopped doing it because it took way too much time and money and for that same money I could have had a better computer than if I overclocked on water. My advice is to get the case you really want and slowly upgrade as things come out, and also keep the system as modular as possible so you can keep upgrading going forward.

It's 100% your CPU. I had a 4690k @4.6Ghz and I had to upgrade because of battlefield 1.

This should be helpful, the 8600k is basically the same a the 8700k just without hyper-threading. You should be able to get 4.8-5.0 all day at 1.35V, although some CPUs need more power.

Buying and AMD GPU in 2018 seems insane to me. I think that PSU would be fine with that system as long as you're not overclocking.

I'm switching to an 8700K from a 1700 @3.9Ghz because I'm not happy with the gaming performance. I say skip the hassle and enjoy your 8700K for 3 years.

The 8700K will allow any current GPU to perform to its full potential.

8700K is the absolute best for gaming, hands down. This is due to better architecture and higher clock speeds than the 7800X.

Probably a blown capacitor. If you're comfortable take the back off and check to see if any of the capacitors are bubbled out. Tvs are generally pretty easy to fix if you've worked on PCs and laptops in the past. Normally you can google the model number with a description of the problem and you'll find someone who has fixed it.
