I found out, its when you have crossfire it disable the 2nd card when its not needed to save energy

Well, freezing like that is a graphics driver issue. It could be that if you have the new Crimson Relive drivers that they're the ones causing an error (it's new and needs some hotfixes). You have some alternative programs to use and fan speed can be controlled in the panel, so wait and see if it gets fixed in later drivers. You can also report it to AMD to look into http://www.amd.com/report

@Gombel, no you don't need to download a new driver if you have the latest one. If you don't, then I recommend you to do so as GPU manufacturers roll out drivers so that you'll have a great gaming experience on newer games as well as older titles.

You can update your GPU drivers HERE.
GPU manufacturers (currently the 2 biggest ones are NVIDIA and AMD). They both create GPUs (Graphics Processing Units) which render graphics. When they release a new GPU, they have to put in some sort of cooler. Most of the time, these 2 companies create "blower-style" coolers (graphics cards with 1 fan which sucks in air and blows out the back) which are called "reference coolers". Then, there are many other companies like ZOTAC, EVGA, MSI, Gigabyte, ASUS, etc. which take the GPU and put it in their own cooler. These coolers are called "aftermarket coolers" and can have from 1 up to 3 fans on them! They also can be overclocked out of the factory for an extra price. In general, you'd be better of purchasing an aftermarket cooler design as they yield better cooling as well as lower noise. Reference coolers are preferred in small builds such as in mini-ITX cases. One way to lower temperatures would be to undervolt the hotter card, which may be useful if you aren't planning on overclocking. Just make sure the card is still stable, as while less voltage can equate to less temperatures, it can also potentially mean less stability. Another way would be to use some sort of air conditioning. Lowering ambient temperature, that is the temperature of the room, can lower the temperature measured on your GPU.
From what it sounds like, it seems your card isn't getting nearly enough ventilation, which if you can't move your second card to a lower PCIe slot, then there really isn't much to do outside of using water cooling and remove any airflow issues by transferring the heat somewhere else; this can be much more expensive than just buying a newer, better card. Unfortunately, increased heat just one of the issues of using a multi-GPU setup, though that's quite hot even so.
