The final word imo is that anything above or below a intel i7 7700k is dead. when you are talking hundreds of frames it no longer matters really in gaming especially as so many people game on 60hz monitors and will never see more than 60fps in a game anyway. you are so much better served by the Ryzen platform imo as it does not hit the wall in gaming like an i5 therefore getting superior gaming and vastly superior productivity. There is no real wrong choice between the 2 though. either is simply marvelous.

The only reason I'm still here is because of the car thread in Off Topic. And sometimes I want to see some nice builds. But the main reason I don't post that often anymore is because it's all the same questions, all the same answers, over and over again. I've seen it for years now.

 Luke has been relegated to the digital version of Siberia where he will wither and die a slow and humiliating net death. Why has Linus done this to our beloved Luke? I believe it is a conspiracy against Lukes' rising social status.
Linus is jealous of Lukes' likability and popularity among all the viewers and even the cast Linus Tech Tips. Yes, even amongst their own peers Linus is shunned for his crabbiness while Luke is exalted to a Godlike status.
It is this writers considered opinion that Linus is also jealous of Lukes considerable height while Linus himself is vertically challenged.

Update: so far it looks like I plugged the pump into the cpu fan slot instead of the pump slot of the mother board, and I have put a little more thermal paste on, and applied more pressure to the mounting bracket: so far were looking at a healthier 36-37 degrees. I will do a stress test once I'm sure there is nothing wrong.

if your cooler is mounted correctly, make sure you havent got too much or too littel thermal paste on there aswell

Looks like you may have put the cooler in there incorrectly, or something else is wrong with the cooler. Try taking it out and putting it back in, take care to have good pressure from it to the CPU and enough thermal paste.

Well 1,25V is realy low for Ryzen and I wouldn't expect it to be stable at 3,8GHz on all cores with that voltage.
If temperatures are fine, you can try push voltage to 1,375V.
 
AMD said that 1,45V is max what we should be using for daily usage, so anything below that should be okay, but just to be safe I would say anything under 1,4V is 100% fine.
 
At least I know for myself that I will put my future Ryzen CPU to 1,375V and hopefully it won't get stuck at anything lower than 3,85GHz.

Please hold on before buying any new components. I still think it's the software problem. There is no way in the world that a 1231 v3 gonna bottleneck a 1060. I can't think of any other reasons why you're facing this problem. Power options set in "High Performance" mode? GPU OC? Memory set on XMP profile?

get a decent length piece of plastic you can put your ear on and carefully touch it to non sensitive areas like your cpu waterblock or your gpu shroud and backplate. But you got yourself coil whine, it's your gpu

Obviously, if there's a great deal of cosmetic damage, it may be bad news.. Also, check that all the monitoring that's going on in the BIOS is running off of the latest version (helps with compatibility, I've heard). Everything else that was listed is a great way to gauge what sort of condition the parts are in. Great suggestions, by the way! I'll keep them in mind.
 
I don't know if the seller is hoping you're not too tech-savvy or if this is real.. Seems too good to be true, honestly Could you post how everything went on this thread afterwards? I'm very curious
