The only thing I can think of is you may be using a cable that doesn't support 4k, or it is not enabled in your monitor settings

yes and no, better to get a smaller 500gb ssd for initial records because sometimes hard drives get a little too slow and corrupt the recording. Rarely happens but it's a possibility, the hard drive is better as a long term storage solution, like once you're done recording, move the file over.
Most 1080p game recordings are around 2gb per hour so size < speed.

the rx 590 is not better than the 1660ti, it is the same as the 1660 non ti. I have been able to overclock mine to 1720mhz, and Temps never go above 60c. I have the Gigabyte rx590. It is a great card

I would definitely stick with the 1660 (regular, ti, or super). It is a great value. You might also go with a rx 590, but that is less powerful.

There's no such thing as no bottleneck, everything will be bottlenecked by 1 thing or another. I'm still on a 1070 with a 3700x and I'm doing fine at 1440p and frequently hit 100+ fps on most games that I play.

But if it costs 200$, it will be a long time before third party cables can be easily confused with them. And i'm pretty sure any cable bought in a well known brick and mortar store should be safe.
But this could be bad for, say, those phone charging stations at malls. If someone tampers with them, they could easily steal hundreds of peoples data (kinda like credit card skimmers on atms)

Got these new suckers! Bought them used but only half a year old from a total audiohead.
It was actually a total pain in the arse to get them in my rather small car so my brother in law had to come get them for me and he drove them home to me an hour, lol.
Anyways, they are freaking huge (TV is 60") and the base is incredible, so much that I don't need a sub anymore for my home theater.
I also got the RP440C Center speaker with them but it isn't installed yet, as my TV stand is too small, Kek.

i'd go for this for a budget build. the ram that you chose in your build is very slow and your motherboard quite bad, might not even work well with a 2700x.

I'd recommend 2700x, due to some facts:
- cheaper ~ 20 USD price advantage locally.
- highly selected --> From Zen+ cpu-s, these were cherry picked to maintain the best clock speeds, whereas 3600 is the "very bottom" of the Zen2 range.
- you get a cooler, which can be sold for ~20USD, and perfectly suitable for lesser CPU-s.
- And ultimately: with midrange graphics card, esp. on 1440p& higher graphics settings, the 2nd gen Ryzen holds up just fine. See this GPU scaling benchmark:

2700x will get more FPS, than 2600, and, even the latter is not that bad option for a midrange GPU. 2700x is a great choice at this moment.

It will be a GPU bound scenario, excluding CPU bound games like CSGO.
I had an RX 580 with a Ryzen 7 1700, but I upgraded the GPU now and saw pretty big improvement in fps (excluding CSGO, which saw minimal improvements).
An RX 580 is a good 1080p card.
But are you actually considering a new PC without SSD?

i would try to troubleshoot these problems, as they are not "normal" and you might find them again even if you upgrade cpu/gpu.
make sure you have ram in the right slots (2 and 4), xmp profile enabled.
make sure you have gpu drivers and chipset drivers up to date. try to update bios as well. check that your case is well ventialated. monitor temperatures and cpu and gpu utilisations during gaming.
i'd do all this first, before thinking of upgrading any component and you might manage to solve your problems for free.

your current build is well balanced. what is the reason you want to upgrade? are you getting stuttering in games? not enough fps? if yes, in which games and what fps are you currently having and what do you want to achieve?
