The 140mm fan for exhaust will move more air than the 120mm. If you already have the 140mm fan to put in then you should replace the 120 with that. If you have to buy another one you can but it wouldn't make too much of a difference. Although doesn't the rog helios already have a 140mm fan installed in the back from the factory?

If you want to have your ram running at 3000mhz your going to have to get a z series chipset and not the lower priced b series. At that point its going to be expensive (dont know the cost of z series boards in india.) and I would just let it run at 2666mhz.

You can get lower speed RAM for Intel, they are not as sensitive to high RAM speed as AMD Ryzen.
Gigabyte H310M-H only supports up to 2666MHz
EDIT: You can just stick a 3000MHz on it, but it will only run at 2666MHz since thats the limit of the motherboard.

I mean... If you want to go ahead. It is the last dual gpu AMD made as far as Im sure of. I bought a 7990 just because it was a cool gpu. Its pretty pointless to buy to other than to have it imo but if you got money laying around do what you want.

As much as I'd be beating around the bush, get a 750w PSU. Overtime it will degrade, Plus if you get one that runs to close to an estimated power limit then you may run into system instabilities

I wouldn't buy it for this build but if you already have it then the wattage will be perfectley adequate.

If I didn't mention above all 8 slots are populated but only the dimms in the dark grey slots seem to show up in the bios.

those x299 boards with all that plating on them look terrible
6 cores is a huge leap from the i7-975x and the gtx 580 i was using back in 2015

If you are a senior in High School I think it's time to stand up to your mom little hombre. Offer to cover the internet bill, or at least part of it. If that doesn't work just start turning the modem on at night. Tell her that she is leaving you no choice, and that your success in school and in life is being impeded by her lack of reasoning. Dealing with people like your mom and worse will be a part of life soon, so it's time to step up to the plate and give your first "fuck off" to the world.
For real though, if she is honestly preventing you from completing school work because of her stigma then you have every right to contact social services. Let her know that if all else fails.

im sure you can upgrade the ram as for dual hdd/ssd im not sure if there is an optical drive then you can buy an adapter for cheap and put an ssd in the optical bay i dont think you need to remove the rubber feet

triple 4k is cool but you would need at least 3 gtx 1080's and even 4 titan x's cant power them at 60 fps max settings
instead by a 1440p ultrawide

it has heat problems and the power design is worse than what other companies do. also the power delivery is highly limited by nvidia.
