Check the power settings and just set everything to stay on. Go through them and make sure nothing is turning off after an ammount of time. Could also check and make sure the usb ports arent powrring off as well as that could cause some issues as well.

Ah I see. Right after install it will ask you if you'd like to update and that it will use approximately 4GB of data, skip this, then proceed to disable auto updates. This is what gets most people.

No, it will always be there because there is always power running through your PC.
You need to use an external DAC to get close to 0 EMI.
EMI goes like this:
front panel >>>>> rear panel > sound card > external DAC

It's called EMI, and that's why you should use the rear IO audio jacks, or an external DAC/sound card.

Yep, it does sound like your PSU may have died (unless something is wrong with your wall power and is triggering one of it's protectors like over current protection or over voltage protection or over temperature protection as something is overheating within your PSU). 
 
For PSU suggestions:
EVGA G2, P2, T2, G3, GS, GQ 
Seasonic prime, anything seasonic really
XFX, anything really (apart from the XT series, they're out sourced and are crap)
 
Or infact anything from tier 1-3 from this list (but why not replace it from something in T1 eh? )

But If you want a smaller case, then stay away from the Define R and S' - they're pretty large.

that's a good question. Phanteks P400S is a nice quiet case. If it weren't for the price tag, the Define would have been on my desk instead, but that's based on the beauty of it, not the sound reduction. I've not myself seen a comparison apples to apples.

If you already have it then stick with it imo. Sure the pumps on the aio's are a little loud but majority of sound comes from the fans on the radiator. Just replace those with some silent ones and you'll be good.

The only major difference I have from these settings is that my user mode color settings are R - 96 G - 94 and B - 88. I hope this helps!

Agreed I just purchased this, personally i don't give a fuck how a GPU looks and considering your deciding on paying 50-100$+ for silly features like a backplate and leds LUL when this card is just as good, cool and quiet.

A GTX 1060 uses so little power there is no reason to spend money on a hefty PCB like in the FTW card. I like EVGA because of the customer support. But if you're choosing only between those two cards and can't stand the thought of having one of the single fan cards I'd buy the MSI one. $305 for a GTX 1060 is ridiculous.
