    If you go TR4 you'll basically be just going with the 1900X+Mobo ... which covers nearly the entire budget. Honestly I'd say in that case going with the 2700X is probably better unless you absolutely need Quad Channel Memory support.
     
    For AM4 at that budget for CPU+Mobo I could really only suggest the 2700X along with a few of the top tier boards. Should also get a good aftermarket cooler. Maybe something like a Dark Rock Pro 4 or performance equivalent if you are looking to air cool.
     
     
    For 1151 Coffee Lake CPUs ... 8700k+Top Tier Board+Cooling solution fits inside $1000.
     
    For 2700X you could go with something like this:
     


     
    Cooler @ max is ~8 Decibels louder than the Dark Rock Pro 4, and the benches I've seen put it in the same performance tier.

    It is more difficult, I'll give it that, but I think where there's a will, there's a way. It does alter the value perception of some things.
    I think the Intel-RTG combo CPU is interesting for a mainstream gaming system. And because each GPU part is attached to an Intel CPU part, you can be sure the miners wont touch it as ROI will take forever.
    While no reasonable person likes spending more than they have to, I don't think it really impacts high end system builders. A few hundred local currency units here or there isn't going to be felt as much as on a budget build. Xps are still available from nvidia it seems, at the same price they have been.
    Was only looking recently, typical used 980Ti is about 2/3 the cost of a new 1070 if you can find one, and they're about same performance level.

    You can get it at $750 CAD refurbished in Newegg right now. I got mine in black friday for $730 and haven't had any issues other than a slightly scratched monitor stand and a broken DisplayPort cable.

    For some reason the ram is showing up in the "other" section.
     
    I stayed on the lower side of the budget. With the remaining budget I'd get a ssd, more ram, or a R5 1400.
     
    Edit: Also it looks like the motherboard doesn't have the greatest of reviews. I'd look for a similar board for ~$60-70

    This shouldn't matter in the end because I've yet to see a Vega card that is selling below $600 (or $649 for that matter), and that's in the US. God forbid you look on other continents. You can bet AMD is not losing money.

    Unless OP knows for a fact that the ransomware hasn't infected the factory recovery partition, it must also assume to be infected at this point. As soon as you have any kind of malware infection, nothing is 100% safe when it comes to removal except for a full disk format and reinstall. Learned this the hard way repairing computers when I started working at a retail shop years ago, before I began full wiping infected computers.
