You've already tried and liked Mint, and that's my recommendation, and is the recommendation of many others as you can see.
Ubuntu is fine, has plenty of support, a good community to back it up, and is pretty much the assumed distro when you google how to do something "in Linux." For those reasons, Ubuntu is also not a bad choice at all. I had been using it on at least one machine or another since Quantum Quetzal. However, I've taken issue with the way Canonical has been handling the distro with some time now, and have severe reservations about snap packages, even as convenient as they can be. For those reasons, I made the switch to Fedora and have been happy as a clam. It's easy to pick up and go, has just about as much documentation and a solid community, it's package manager is well supported, and it just runs great right out of the box.
Others that I have not personally tried to add to your research list would be elementaryOS, Pop!_OS, and ZorinOS; each of these have garnered a decent reputation as easy to learn.
Not matter what you pick, run it off a media drive first, just to explore it and test it with your hardware. And don't be ashamed of distro-hopping until you settle on one you really like, even if it's something off the wall like Garuda or something.

6800 XT with R5 3600, some games would be bottlenecked, especially CPU intensive games such as CP2077, Spider-man Remastered/MM.
My 12400 is bottlenecking my 6800 XT in 1440p ultra on those games, the rest are fine, but 3600 is a lot slower,
so imagine UW 1080p ultra, I'd imagine the bottleneck is quite big.
I'd recommend the 6700 XT and save the money for a 1440p or higher hz 1080 monitor upgrade.
Also, instead of upgrading to 3800x, which performance gain would be very very small, I'd suggest 5700X.
If you'd upgrade to 5700X, then go for the 6800 XT, and go with the sapphire one, sapphire is the best AMD AIB, I have the TUF one, the fans are very loud at >80% speed. And I just avoid anything asrock in general.

The platform is still very capable. Here's what I'd suggest:
-Upgrade the CPU to an i7-4770/4790K (with a better cooler).
-Double the ram to 16GB.
-Upgrade the GPU to something in the GTX 1070 range.
-Replace the PSU with something of better quality (Corsair RM550x or one of similar quality would be ideal).
-Add an SSD for the boot drive.

Start with an SSD. That'll help with boot up times and the PC will be a little bit faster. Probably the cheapest upgrade I can suggest.

Currently everything I have is medieval ages inspired. The network is "The Kingdom" and the devices on it are as follows: King (My main rig) , Scribe (printer) , Mini Messenger (My phone), Jester (TV PC) and so on and so forth for other computers that could fit into a castle somehow.

When I still had that powermac, it would also slow the boot process noticably if there were a lot files on the desktop.
Once I cleaned up the desktop it booted 20 seconds faster.
Still sad the PowerMac died.

some of the most highly educated people are some of the most technological inept. I don't know how many times I have to quote IT Crowd's "have you tried turning it off and on again"
One of the most common things I have to repeat is "please don't save all your work on your desktop" they are always surprised how much better a PC works when there is not 20GB sitting on the desktop.

Sounds like an issue with the capacitors (could be the motherboard or the PSU iirc).
Unplugging the power cable and holding the power button for 10 seconds should drain all of the capacitors and allow you to start your machine.
