Is this a good buy and upgrade?

I'm thinking about buying a PNY NVIDIA GeForce GTX 1050 TI 4GB GDDR5 PCI Express 3.0 1050TI used, and I have a pc shipping in with an EVGA Nvidia Geforce GTS250 512 MB.

Your processor will probably bottleneck a 1050ti. 

 A 1030 might be a better choice.

I don't think so, the RX 570 destroys the 1050Ti.

So.... with that motherboard you can go all the way up to a Core 2 Quad Q9650, which isn't bad, little pricy for what you get, as they are mostly going for $40 used, the Q9550 is a little cheaper at $30, mind you these are eBay prices. If you can swing it, I'd try and just get a used Nvidia GTX 970 or 980, it would be a better deal than the GTX 1050ti and I'm seeing used 980s for around 170-200 USD on eBay.
