It's been said, you didn't list the budget.  Shame on you! haha

 

Right now, there are all sorts of deals on RX-580 cards in the $200 price range.  Very reasonable, and price to performance is great on those.  You'd get a pretty decent 1080p experience, though some titles you may need to sacrifice a few settings here and there to keep your FPS.

 

You can do what I did, and let monitor prices decide what graphics card you get.  Free Sync is usually a few hundred dollars cheaper than a G-Sync monitor, so that's what I went with. 

 

If you're starting a new build, and are on budget, then the Ryzen APU's are actually not terrible to get going.  I've seen quite a few videos of people getting a decent experience with them.  Then when the budget permits, you can upgrade to a dedicated GPU.

I'll just go ahead and list a bunch of cards, for each resolution at 60fps with the latest games like Shadow of the Tomb Raider, Fallout 76, Assassins Creed Odyssey, Black Ops 4, ect.

 

<1080p: 1050ti

The 1050ti is the only real card in it's price bracket that will do high/ultra at anything below 1080p. If you don't have a 1080p panel yet I'd recommend upgrading to one.

 

1080p: RX 580 8gb/1060 6gb

The 580tends to be a bit cheaper than 1060 6gb, so I'd go with the 580. That being said, get whichever is cheaper. Both cards will do 1080p high settings 60fps in the latest games. Keep an eye on the VRAM though, don't go with the 4gb 580 or the 3gb 1060. Those are worse cards. If you're on a really tight budget, a 1050ti will do 1080p 60 medium/low settings in the latest games, but that's not a great experience so I wouldn't recommend it.

 

1440p: GTX 1070/Vega56

The 1070 tends to be a bit cheaper than Vega 56, but both perform relatively close to one another. Get whichever's cheaper. Both will do 1440p high settings 60fps in the latest games. If you don't have that much, an RX 580 or GTX 1060 6gb card will do 1440p, but closer to medium settings 60fps and some games may need to be turned down further. It can work, but it will need to be upgraded relatively soon so I wouldn't recommend it.

 

4k: GTX 1080ti/RTX 2080

Both perform the same, and both do 4k high settings 60fps quite admirably. Get whichever's cheaper. If they cost the same, just go 2070. Much like 1440p, if you don't have that much GTX 1080, RTX 2070, and Vega 56 will do 4k, but closer to medium settings 60fps and some games may need to be turned down further. It can work, but it will need to be upgraded relatively soon so I wouldn't recommended.

 

TLDR: 1080p = RX 580/GTX 1060

 1440p = 1070/Vega 56

4k = 1080ti/RTX 2080
