Don't buy a Hyper 212, but a cheap cooler will indeed do it just fine for an i5 11400 even if you unlock its power limit and run it at 100W.

The 11400 isn't hard to cool. Any of the mentioned coolers should be fine. 

Why are you looking at these coolers in particular? What case and ram are you using? Where are you shopping / located? Budget?

In Bangladesh it is around 35°C during the day. I am planning to buy a 10400f or 11400 depending on availability. Casing will be lancool 215. The H100x and ma612 are both 80$ here. Brands like arctic, be quiet and scythe aren't available. I can save 50$ with gammaxx/hyper212.

If you're using the 10400f, the stock cooler may be fine. You can use it before deciding on whether or not the results are satisfactory. The 11400 should run hotter with unlocked power limits but a decent 120mm cooler should be plenty for cooling.

I'm assuming you're referring to a Gammaxx 400 / GT or Hyper 212 Evo V2 / Black Edition which would be fine. I wouldn't recommend spending more on a cooler if you're aiming for performance since you're better off getting a better cpu to begin with. Completely unlocked power limits may also results in higher temps and more power consumption without much improvement in performance over a more reasonable raised power limit.

I guess i will spend the 50$ on a SSD then.Processors are really overpriced here. the 11400 is 220$ and barely in stock while the 11600k is 320$. I might end up with a 10400f. Will it bottleneck the old 1080ti?

I have a Thermalright TA 140. On a warmer day I was getting 70.2c under the same multicore test on cinebench r23. Gaming on borderlands 3 with badass settings was 50-55c.

Yeah these stress tests tend to be bit unrealistic. Cpu works fine in games, but stress testing? Crash. Lmao. I remember something like, stress test would crash in like 20 mins? But my pc would only crash once every one-two days (those are arbitrary numbers, I do not remember the real ones but it was something hilarious like that). Funny as fuck LUL

Why does the fuma 2 is on tier 2 and the Thermalright FS140 is on tier 4? 

At least by this comparison: https://www.computerbase.de/2021-03/thermalright-frost-spirit-140-test/2/, the FS140 can scale way more and is cooler than Fuma 2, and it almost reaches D15 level of performance, should be at least tier 1 or upper tier 2


Also, this air coolers could be added:
- Thermalright FC140 - Its basically a FS140 with one more 8mm heatpipe and higher RPM fans, maybe tier 1 or 2 also
- Thermalright PA120 - It's basically a TC140 wilth 120mm fans and heatsink, more comparable to the fuma 2, so maybe tier 2 also

Edit: I messed up the names on the first comment, instead of FC140 and FS140, i had written TS140 which is a lower performance model and TC140 which does not exist

The TS140 isn't on the linked review. Were you referring to the FS140?

The FS140 is already on the list as the Frost Spirit 140. 

Some reviews are better than none as long as there's enough information to get some idea of how a cooler performs rather than none. Fewer reviews are needed when the relative performance seems consistent between the reviews.

The ones with * at the end of their name are AIO, the ones without * are air coolers. Altho I must say, there is no Tier whose coolers have a difference between each other larger than the ones in Tier 1 have. Tier 1 has AIO all the way from crap 240mm to the best 360+ mm on the market. So just because you see an air cooler in Tier 1, doesn't mean it is on the same level as some (or many) of the AIOs in Tier 1. I honestly feel like there should be more tiers, it's kinda lame that there are shitty (relatively) 240mm AIOs compared to the best AIO has to offer in the SAME tier. Like, you cannot put 240mm and 420mm in the same tier cmon, the difference in cooling is massive. I think this tier list is decent to compare the performance of coolers IN DIFFERENT TIERS, however comparing coolers in the same tier, especially in tier 1, is no help at all, you're basically left to yourself to google for reviews (i recommend gamers nexus).

It's no secret that I'm no big fan of Hyper 212 EVO.

Now I have proof that it's just a tad warmer than $30 Vetroo V5:

 

Whoever is a big fan of 212 EVO is made by Cooler Master.

The Hyper 212 Evo is generally affordable and has unrivaled widespread availability. It may be old and overrated but it's still a decent option in some limited markets.

 

Edit: The Hyper 212 Evo V2 is pretty nice though.

You should really take a look at the test systems used too. 9000- or 3000-series is ok and 11000K/5000X even more relevant. Most people are buying stuff for new cpu:s so a cooler made to fit perfectly on a 7700K heatspreader might not be the best choice for 5950X. 7700K also has quite low wattage if you compare to +200W cpu:s so those tests wont even tell what numbers you can expect with current flagship cpu:s. So a tier1 cooler that most people run on a high wattage system should not be tier1 because some incompetent moron tested it with a ryzen 1200 and it performed well.

 

Unfortunately most reviewers have no competency to review coolers at all. They forget to mention their limitations in testing and what the consumer should take into account when choosing a cooler.
