Is there a website or app that will download but not store data on my iPhone.

Sadly iPhone doesn't have dual screen yet, otherwise I would tell you to watch a Twitch and YouTube stream at the same time, max quality xD

4K streaming &  speed tests on loop

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

One bullshit about YT on iOS (maybe applies to Android too, can't remember) is that you can't go higher than 1440 on video quality, and that's only if you have an iPad.  The iPhone YT app only goes up to 1080.
