I'm from Québec, celebrations are rare even among federalist francophones. As @AshleyAshes mentionned most of what goes around is people moving. https://en.wikipedia.org/wiki/Moving_Day_(Quebec)

I've always wondered why @Billy_Mays but its their law structure that forbids them from entering nationwide contests.

There are no laws in Quebec that forbids it's resident's from entering costs.

Quebec has consumer protection laws that require any contests with a prize in excess of $2000 to be registered with the government.  Further more, any contest where prizes are in excess of $5000, the contest runners are required to post a security (It's kinda like a deposit) of that value to ensure that any winners are paid at the end of the contest rather should the contest runners disappear for one reason or another.

Most contest runners find it's easier to simply exclude Quebec resident's as contestants rather than comply with the province's consumer protection laws.
