If that is the case, excusing the pun, then you should be fine to passively cool fairly easy with that CPU Cooler.

so at the moment, they don't make any passive CPU coolers for am4, so could I use a big enough air cooler and just take the fans off? Thanks

You can use pretty much any tower heatsink for passive cooling with or without case fans.

Ive just always used positive air pressure, but i see that 2 and 2 would increase airflow

The NH-U12S makes a pretty terrible passive heatsink due to the dense fins. For passive cooling, you should be looking for a heatsink with a looser fin array. 

What cpu are you cooling? Where are you shopping/located? Why not just run a fan at low rpm on the heatsink since you're using fans anyway?
