Changing the resolution of a PDF

i'm a bit of a noob when it comes to pdf, but how can i change the resolution of a pdf i have, i dunno what program does that so any response is appreciated

 

to say what specifically i need, i need to change a paper from 300 ppi to 75 ppi

I'm pretty sure .pdf's are vector based (and thus don't have an inherent resolution/pixel count and can be zoomed in a lot more because of it). Any particular reason you want to do what you say you want to do?

Changing ppi/dpi changes more quality than resolution. Try changing paper size instead. Though you can change dpi too. But I would change paper size first if you are looking for making files smaller.
