Getting windows to run system-wide 60fps refresh rate system-wide

It always looked nice in displays I've seen have 60fps refresh rates on the desktop. Does anyone know how to get it?

It's called the refresh rate of your monitor. See how high of a refresh rate your motor can support.

it supports 60Hz.(HP 25es) but it doesnt really show it on Windows.

If your monitor runs at 60hz then so will windows.

Set it to 30 and you can see your mouse stuttering all over the place because 30fps is disgusting.
