Title isn't true. It's not released and won't be for a few months. If you mean mobile Kaby Lake chips, we've known about those for weeks now.

Kaby Lake will not only support Windows 10, that's ridiculous. CPUs are not limited to an operating system... I'm not sure what rumors you've been hearing.

From what i understand, the new CPUs have certain new instructions which are used by windows 10. Older versions of windows may not support these new instructions. Hence only having support on windows 10 and not previous versions of windows. Nothing about other flavours of OS which are more recent.
