Anyone know of a good way to play old pokemon games on pc?

For browser, you can use emulatorjs on github then yeah you have emulator in browser it does include profiles so some peeps can play it too. Its selfhosted though.

 

As for program, you can look into retro arch.

 

For Pokemon you're asking, I'm fairly certain you don't need anything else no bios or whatoever just a program that emulate Gameboy or DS etc.

 

For other sources you'll have to search yourself in archive website

Would I need to emulate or are there any safe websites that can run the games in my browser?

Personally I would emulate them. Especially something like Pokemon that you are going to want save game files.
