Exactly.

Yes without a doubt, everyone should be able to tell the difference up to 60fps and many well beyond that. Even in video it is very apparent, if you went to see The Hobbit at 48fps it should have been quite obvious, if not google to see how others felt about it.
movies play at 25fps unless your watching 3D movies if not they usually cap them at 25fps

For most people, 30 FPS is playable, but not optimal. An inconsistent 30 FPS, however, hurts the eyes a lot more than a constant 30 FPS. That's why consoles can get away with just 30 FPS.

@Firestorm, the Hobbit is the first movie to be played at 48FPS. Go read about it before you assume something.

I am not an experienced gamer, but I can't stand playing at 30fps. 45 fps minimum.

Also typical cinema/movie framerates are 24p not 25p. 25p/50i are typical PAL framerates used in television, 30p/60i for NSTC.

I can usually determine the frame rate of a game up to about 40 frames per second by just looking and moving around. Past about 40, I have a +/- 4 FPS range to about 60.

And I can tell when frame rates are above 60 FPS because then I get terrible image tearing in games on my 60 Hz monitor :P

But, to address the OP, yes. There's quite a noticeable difference.

In PC games I think it's extremely easy to tell the difference between 30fps and 60fps as 30fps is quite choppy and not as smooth as the latter. However, on consoles I believe that games played in 1080p are displayed at 24fps which seems to be smoother than PC games displayed with that fps.

I can tell the difference, 30fps is really painful to play at, 60 fps is better. I can't really tell if I'm just watching a video but if I'm playing a game it becomes very noticeable.

30fps is horrible to play at in my opinion. A game must be at 45fps for me to enjoy it fully, and 60fps is generally what I aim for. You can really notice a difference between 30 and 60fps, it is like night and day.

Yea i can tell the difference easy! When setting up game details i always aim to keep gameplay above 30fps, if frames drop too low I turn the graphics down.

This would sound more appropriate like: "Can the average gamer see the difference between 60 and 120 fps?" to which i would reply:
There is a world of difference between fps and Hz.

Explain what you are saying, because it's obvious that a 60 Hz monitor will not display more than 60 real, visible FPS, story is the same with the 120 Hz monitors, that's the rate at which the monitor can display a number of images in a second...

And yes, if you put someone in front of 30 fps, then instant in front of 60 fps they will see the difference, not even gamers, try it with your family :D
Try it with a movie then :)) identical scenes, one rendered at 30 fps, the other one at 60, it will be massive different, i can provide you 2 of these, just let me know

yea, its easy to spot the difference in 30fps and 60fps

unlike most people, i actually prefer 30fps, over 60fps, anytime. it is just too smooth for me.

I can tell the difference between 60fps and higher on a 60hz monitor. 60fps is a horrible experience for me in anything twitchy like shooters. I use quite a low sense, that's probably why

I think most can differentiate very easily. Personally a big difference between the two. I really can't play with less than 60fps anymore. I even notice if my framerate goes to 55. Keep in mind that is what Precision X running. If I notice the slightest lag from being below 60, I'll check the framerate and sure enough it's below 60.
