Sorry, but it doesn't work that way. Innovating faster is decided by the amount of competition. And it's not just money that makes innovating possible, it's years of research and trial and error and testing.

The maximum frequency that can be reached depends on how fast transistors can turn on and off, and that depends on lots of things, including what materials the transistors are made of and so on. At high frequencies even the distance between places inside the processor die matters, if the distance is too high, you practically can't make a core run at a too high frequency because of that.

 

The number of cores... it depends on what you understand as a core - there are right now processors with over 50 cores, for example here's a 54 core Cavium ThunderX2 processor (based on ARM v8 if I remember correctly):

 

Cores can be made very simple or very complex, can be specialized only on some things and so on.

If you have the money, you could manufacture your own chips in various factories and you'd have plenty of documentation and even open source or basically free designs .. you can take an old Zilog Z80 or an 8086 schematic and hire someone to lay out the circuit and make it ready for a factory.

You can make custom circuit boards so you could easily make a basic video card that outputs text only or text plus some basic graphics (think 640x480 or 800x600, vga ,super vga) , these old standards are very well documented on the Internet.

All the basic blocks of a computer can be made by someone if that someone spends enough time researching, learning and experimenting

so from a quick google search he has about 80 billion while that is a lot of money intel is worth about 60 billion more, while it would be hard i suspect it is possible to become a decent competitor to Intel for the cpu and even easier(possibly) against AMD/NVidia for the gpu, if you can get around all the copyrights they have and it would probably be a piece of cake to make good ram, HDD/SSD's, PSU's, Motherboards, and Coolers IF and i mean IF this is just for yourself

Good luck building that custom OS to run on your non-x86 compatible custom CPU and then manually porting games over to play on it and writing every application you'll need. ;)

 

Also, you think Bill Gates has more money than he actually does. He can't just go liquidate all of his money and go spend it on tacos or something.

That's not how large corporations work. Basically "shares" are a way to attract investors by offering people a deal: "You buy x% of shares of my company for $y, you now own x% of the company, and now I have $y to spend running my company". This is really simplified but that's basically how private trading works. When your company is publicly traded it is a little more complex, but the idea is still the same: You trade ownership of your company for funds to run the company.

GaN is a compound semiconductor with a high defect density which would be a problem for making transistors small.  

 

Ive only heard of GaN used for power applications and blue lasers/leds.
