I think I've gotten two of the worst 970s for overclocking

It's around the same in price. It's just an improved version with better cooling, power delivery and some other improvements, you can read about it.

My 290X has 80% ASIC and it already overclocks like a beast, I can downvolt it by 75mV and actually overclock the core at the same time xD (by 50mhz)

Did you increase the voltage? or even bettter flash a modded  bios with higher voltage? 1.28v specifically.

1.262v seems to be the perfect voltage point for maxwell cards if it even likes voltage at all.

 

Anything higher is usually more instability or just increased temps.

The GPU consumes a lot more power. If they were aimed at over clockers there would be 8+8pin with GM200 cards.

ASIC isn't something that only effects overclocking cards wtf

It affects cards that are actually meant to be overclocked, unlike your Asus Reference GTX 980. The higher the ASIC score the better the GPU is for overclocking on air and under water as less voltage is needed leading to higher overclocks. Just like the way you have 4790K like mine that do the 4.4GHz boost at 1.23V, and others that can hit 5GHz at around the same voltage.

Its not based on lottery for GPU however when they are actually supposed to be binned by Gigabyte. And just an FYI, some people actually bin CPU and sell them as well.....

Personal binning and a manufacturing binning is completely different..

 

Manufactering binning is when a company has a higher minimum and anything above that minimum gets in.
