980ti bottleneck

OP, if you get the 980ti you'll want to start saving for a CPU, that i5 will limit you to answer your original question.

I did not state that it was a waste. 

I stated that it may not be worth an extra $200 for a very small increase. 

And no, that I5 will not limit a 980ti in GTA V or any of the games he has listed. 

For that library, a 4460/980 will max out all but GTA V (4x MSAA instead of 8x)

You are highly mis informed. In GTA V a i5 will limit them. Digital Foundry uses GTA V to show the importance of having a i7 in modern games. 

And no, it's not a waste of money. As the saying goes "if you want to play, you gotta pay"

actually gta 5 runs quite bad on i5s.. on my 4670k (4.4) it maxes cpu cores at 100 percent and stutter is present.. on my 4790k there is way less usage and much less stutter.

I have a 4690k at 4.5 that runs it fine, my only bottleneck is the VRAM on my 970.

For things like Fallout 4 i know an I7 is important, but GTA V runs fine on an I5. 

My brother runs it at medium settings on a 6300 and a GTX 760!

quite frankly in games where i use over 3.5 on my 970 i do not see hitching or stutter

Fine is a subjective term. 

There is empirical evidence that proves a i7 is vastly superior to a i5 in most of the games released in the last 6 months to a year. I'm very confident the OP has not decided to never buy another video game. And as such with the importance placed on the CPU by developers as of late having that i7 will facilitate a more enjoyable experience.

That's another reason for my upgrade from my i5 4440+GTX 650 ti OC 2GB to my i7 4790K+GTX 970 (I can play nearly all of my games at max settings 1440p DSR so yeah....although Skyrim eats all of the vRAM at 1080p with mods).

Games are getting more and more VRAM hungry. I really didn't think they'd get this way this quick. ROTTR uses everything you've got, though I've yet to see a performance issue exceeding my avalible VRAM in that game. 

6g vs 4g is one of the reasons I stepped up to the 980ti. Won't lie

I pretty much need to sell my GTX 970 and get an R9 390/290X 8GB/390X due to the vRAM not being enough. And with my 4790K, even when underclocked to 3.8GHz (power consumption+heat) its more than fast enough for any game, while my i5 4440 at its maximum overclock (before boost, 103MHz BCLK) of 3.3GHz is starting to struggle badly.

Excellent plan. The 390x for its cost is a great choice. I actually considered getting one rather than a high end Nvidia card. The 390x offer a much better value. I just wanted the power. And the Nvidia features in Fallout 4 which honestly make having the 980ti worth it in my case.

I think I watched this in a video but isn't dx12 supposed to optimize vram usage?

Problem with hypothesizing about DX12 is the use of the different features is voluntary. As is its use in general. I still play games that use DX9 and are still being updated. Also remember that to utilize DX12 you must use Windows 10. So it's going to be some time before DX12 is a consideration when buying a graphics card.

Yes, in some games the i5 will bottleneck quite a bit. Rise of the Tomb Raider would be a great example of that.

No. TR is all about the GPU.

Every PC in the history of PC's and every PC in the future of PC's will have a bottleneck.  It's whether the bottleneck will show in games is another matter.

For you personally I would go with a GTX 970 and use the large savings to upgrade to an i7. I feel like this would give you a much smoother experience overall and would be a lot more flexible in the future when it comes to further upgrades.
