Some games such as Fallout 4 wont even start with a dual core CPU. The i3 is a dual core.

I would recommend i5 R9 270, but I think if your budget allows for (or can be upped to) i5 380 you will be much better off tbh.

i3 is a dual core WITH HT. That makes a world of difference

Those kinds of games usually care more about threads than actual cores.

 

Fallout 4 does in fact work on i3s because they use hyperthreaded cores. The caveat to that however is that they don't perform nearly as well as four actual cores.

950 is not that much slower of a card. I would go with 4460 and 950.

IMO, for gaming, you need a 4 core and 4 thread cpu at the minimum. i would get the 4590 at a minimum as the price is not far off from the 4460. in terms of the gpu, get whatever you can afford after buying the cpu. if you're going skylake, get the 6500.

That's why I pointed to the Sapphire ITX version. It has a single-fan radial cooler which is what Asus used on the 970. It will work just fine
