What FPS on CS:GO do you think this PC will run on high settings?

yeah my 980 plays all my games with all settings maxed with 100-175 fps. but with minecraft i get 800-1500 fps

You'll still max your monitor, no point in going further than that. (30/60/75/100/120/144, whatever)

 

TL;DR It's noticeable having more FPS than your monitors refresh rate.

yes it is my i3 4170 and 660 ti (oc'ed) run it at 200 fps max settings 1080p

this will play most games just fine, you might want to opt for an i5 if you do decide to play more demanding games, or you could save money and get a 950, your choice.
