Reminds me of this old joke article I read. I'm just gonna copy/paste it here because it's funny as balls.

If your son has requested a new "processor" from a company called "AMD", this is genuine cause for alarm. AMD is a third-world based company who make inferior, "knock-off" copies of American processor chips. They use child labor extensively in their third world sweatshops, and they deliberately disable the security features that American processor makers, such as Intel, use to prevent hacking. AMD chips are never sold in stores, and you will most likely be told that you have to order them from internet sites. Do not buy this chip! This is one request that you must refuse your son, if you are to have any hope of raising him well.

5. How much time does your child spend using the computer each day?

6. Does your son use Quake?

7. Is your son becoming argumentative and surly in his social behaviour?

8. Is your son obsessed with "Lunix"?

9. Has your son radically changed his appearance?

10. Is your son struggling academically?

If you DDoS a commercial website, that website loses money.

I think that's all the justification that is needed to make it illegal. On top of that, there is the fact that it is often achieved using zombie nets which are obviously illegal because they require installing malicious software on unsuspecting machines in order to make use of their resources.

It's also fucking annoying when you're trying to use a website/service and some obnoxious script kiddie is taking it down.

I thought it was only classmates? Anyhow, you still wonder why it is illegal? Let's name a few things:

 

Schools (or better to say people that finance the state) are paying quite a hugs sums for something they are not able to use. 

Many things, like administrative processes are put on hold because there is no outside communication. 

Any class that uses internet is also put on hold because the same reason. And no, you can't just learn something else and then do this later, you learn stuff in order for a reason. 

People have to check why the problems are happening instead of doing something else and manpower costs time and money.

People at your IP have different tasks with sorting out bills because of the attack. 

He is meddling in property that he does not own. 

"Stealing bandwith" he does not own. 

Etc. 

 

Yes, your friend is guilty, if he even exists. It all sounds made up, but in case you were wondering why it's illegal, there are far more reasons. Ok, maybe it's not exactly illegal because of those reasons, those are more like problems DDoS-ing a school brings. Also 2 schools, double the problem. 

The ability to google properly is a skill of its own.
