Black strips crash screen

my R9 280x is giveing me some trouble,today I played PD2 and when I played for 30mins(both fans were on)I got to around 65C while running at 75 fps capped(I capped it becuase i dont like tearing)

And out of no where black strips appreared and I had to restart my system

PC specs:

GPU:MSI R9 280x 3GB(drivers: for some reason Its blank in afterburner) 

CPU:i3 3220

PSU:CX600 Corsair.

MOBO:H61H2-MV

I blame the PSU. Is there a factory overclock? If so, go back to defaults.

I actually Underclocked the card to 890 on the core and 1250 on the memory.

could it be a faulty card? becuase if so im screwed becuase I cant really RMA it to MSI.
