I have a amd a6 7400k CPU and I want to ask which GPU gtx 950 or gtx 970 is better for me.

If you can afford a GTX 970, you should be able to afford getting a CPU upgrade and GTX 950 too.

I would recommend doing that, as I am sure that CPU will bottleneck a 970, but tbh a 950 not as much.

 

If you sell that CPU, you should probably be able to afford an i3 4170 and cheap LGA 1150 motherboard (together with a GTX 950)

Upgrade to an 860k quad-core and an R9 380, if possible. AMD has the better mid-range cards right now.

Upgrade to an 860k quad-core and an R9 380, if possible. AMD has the better mid-range cards right now.

 

Personally this is what I'd do unless a full CPU/MOBO upgrade is in your budget.  The dual CPU cores on the 7400k are going to be the limiting factor no matter what GPU you go with so the quad-core 860k would be a decent upgrade for the price.
