Antique tv alighnment

It has issues with the video and lots of static in sound and video when tuned all caps replaced If someone can help me out that would be great

What model TV and what are you using for an input source?

It looks like a Philco 50-T series TV from your photo but I wasn't able to figure out an exact model number.   You said you recapped it but didn't mention if you tested or replaced any of the vacuum tubes.  If you haven't yet, I would start with that.  As you are saying you had both video and audio issues I would start in either the power supply circuit and then move into the input tuner circuit.

 

The reason I asked about what you were using as an input is that I am not sure there are any analog tv channels left that are broadcasting in the USA.  May not be a problem if your in a different country but at least in my area you won't be able to tune anything over the air and it will need a simulated input to function.  The TV might actually be working but without a compatible input signal you would still get bad audio/video.
