Update: Cheapest Reliable/Cost Effective Fan?

EDIT: LOOKING FOR FAN(S) TO PUT ON MY 212 EVO.

 

CPU: i7 930 

CPU Cooler: Stock i7 Extreme Heatsink (http://www.legitreviews.com/images/reviews/1245/intel_dbxb_fan.jpg)

 

Looking for something that's quiet, cheap, and cost effective. Something "ideally" under $30 Canadian would be awesome. I'm not sure if i'm able to get something that's effectively better than my current stock heatsink at the price or not.

 

From what i know my CPU temperatures aren't that bad, around 70C was the hottest i've seen but i just want something more quiet. When the CPU is under load the heatsink fans get really loud and i want something more quiet if possible.

 

Edit: Cooler Master Hyper 212 Evo looks pretty solid at $30 after rebate of $10.

Cryorig H7 or Enermax ETS 40

 

It seems like the Cryorig H7 isn't available in Canada according to PCPartPicker. Any alternative?

Be Quiet pure rock, enermax ets-40 and silverstone AR03 are pretty good budget coolers, either similar or better than the 212 evo.

So i got the 212 Evo today and i'm satisfied with the fan that came with the heatsink unit. Does Cooler Master sell that fan standalone? I'd like to get another fan so that i have both sides of the heatsink receiving air flow.

 

Edit: If yes what is the fan called?

Edit 2: Otherwise something under $10 would be good, assuming the fans don't have to match.

Edit 3: Is the Cooler Master Sickle Flow 120 mm better than the 212 Evo Stock Fan in terms of speed and silence? (http://www.amazon.com/gp/product/B0026ZPFCK?keywords=cooler%20master%20fan&qid=1443813448&ref_=sr_1_1&sr=8-1#Ask)
