No matter what his parents signed or agreed to, they still gave him permission to use his phone only to then take it off him and request $10 for it back... Regardless of what the rules say, if they gave him permission to use his phone, and as a result waving that rule away for that instance, they should not have then taken it from him only to extort money from him.

If you guys can't tell, I'm 100% on the side of school here. My mother is a public school teacher, my father was a public school teacher for a bit, I worked for a public school before I took a job at a private school. It's a different world altogether on the other side of the fence.

School sucks. It is an institute to establish a mentality easy enough to crack later on for world domination and sheep herding. That said, I wouldn't pay it and I would steal it back or record them extorting you, and then use it to sue the school and stuff. Roll in that cash. Or I don't know...I'd do something but pay them.

You can provide consent to certain disciplinary practices, like detention (which would otherwise violate due process protections), searches of lockers/vehicles without warrants, etc. This has been upheld in multiple court rulings.

It's a safety issue. Outside of education, a school's #1 priority is student safety. They need students to use the landline in the office in case something happens right after the student leaves campus. Say he calls someone on his cell phone, gets picked up, and is never seen again? It's difficult to get the phone records of who he called to pick him up. This is an extreme scenario, but one school systems have to address

Nope. My kid uses the phone I gave them. The school can eat a dick. They don't have to like it. I am responsible for the safety of my kids. I know exactly how much of a let down schools are, I don't trust them as far as I can throw the lunchlady.

If a teacher tried to take my phone for any reason whatsoever it's not going to happen. Same thing with my laptop or any other personal items I bought.

Also I live next to 3 schools that have had shootings within the past 15 years so everyone's parents freak out if you don't have a phone on you.
