Have you heard of GameMiner.net? It's a site with Steam game giveaways.

A registered user (login with Steam) can join giveaways or make his own giveaways.

Giveaway prize can be a Steam gift or a Steam key. Something like on SteamGifts.com.

In order to joint (register) on the site you have to have 100$ worth of Steam games in your Games Library and a GameMiner Invite code.
