Budget build brand choice.

Depends on the budget for the CPU; an AMD FX 6300 or 6350 is decent, but an Intel I5 4460-I5 4690k is better if you can. As for GPU on a budget, AMD all the way. They output more heat and hence have slightly higher power consumption, but offer similar performance to Nvidia for much cheaper.

What are the best brands for a budget build?

Intel CPU for upgradability and AMD GPU for "Bang For The Buck".

Workstation:

Intel Core i7 6700K | AMD Radeon R9 390X | 16 GB RAM

Mobile Workstation:

MacBook Pro 15" (2017) | Intel Core i7 7820HQ | AMD Radeon Pro 560 | 16 GB RAM

Intel (For singlecore benefits) + Nvidia (Better for more games than AMD is currently)

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

If by budget you mean cheap, amd for both.

Nvidias 750ti is $200 CAN. Rip off

Like I said it is hypothetical I dont think my computer two r9 280x's is for the most part budget.

You can get 2nd hand HD7950's (R9-280) for $120-150, two of them can be considered a budgeted option 'possibly' (or get a single 290x), for a great price>performance ratio.

The Pentium G3258 and Athlon X4 860K are really good budget CPUs. 750Ti and r7 260x are good choices for graphics cards on budget. Not sure who would use a 750Ti for a really strict budget though when the R7 260x is $50 cheaper.
