I don't think the Ryzen 9's were meant to run faster, they are meant to do more multitasking.

Now AMD have solved the heat issue with two chiplets they can now slap in a gaming chiplet with a non gaming chiplet in the same CPU

Usually, they have the highest boost clock and 95% of the time are at the top for gaming as well.  At least since 5000 series.  Just upgraded from a 5900x to a 7950x and at 4k the best I've seen is about a 5% improvement in games anyway (probably a bit more with 1% lows though).  I've been surprised at 80% faster in core heavy tasks though!

7800x3D the volume seller out here being pushed to right when q2 starts for what I have to assume is financial spread sheet reasons.

What you have to understand when people complain about developers, in most cases they (probably unknowingly) mean publishers... and in that regard they do have *a lot* to complain about,  unoptimized, buggy games are surely on the rise, before updating and "patching" was a thing that was something neither devs or publishers could actually afford (it still happened of course,  but rarely) 

 

And just because the gameplan is to "patch it later" doesn't mean that necessarily works out, or you have to buy a "definitive edition" instead of getting the original game fixed... 

 

Of course this practice doesn't go unnoticed.
