Way to address a problem backwards... yeah, you can't know how wealthy the target is and specifying brand names it at the very least suspect.

 

Also just finding a homeless person and paying for one day worth of food and maybe new clothing, while certainly appreciated, is hardly a permament solution.

Alot of this depends on the hacker's own criteria of who is "Less fortunate" and how much of it is required.
Would it be 2,3,5, 10 blankets for #1?
And after all that will they say "Not good enough"?

#2 is explained at least but still largely like #1.

As for #3, what is the "Maximum amount" of what?
And note it's called your "Duty".

This seems to be (Yes, I'm gonna say it) a socialist way of getting you to do as they would have you do and do note in each and every step you're required to post it on FB, Instragram  and so on.
All that would give them info about your account(s) and YOU, disguising their real attempt at identity theft while getting the goods on you for further/future harassment in the process. Things such as hijacking/cloning FB accounts is just one this kind of info can be used for.

And I did note how specifc some of this is and with how the wording is used, it's foreign to the US and Canada for example.

The recording of video, including audio can be and is useful not only against you but those in the vid as well, think about that for a sec.....
Pics of folks in the vids can be used to access devices with facial recognition security for example and I mean everyone in the vid, not just you.

They claim it's all about goodwill but it's not, there is nothing of any good intent about it. 

If this ever appears to me I'll just scrub and not worry about it because I can do that, there is NOTHING on this machine I can't do without or redo later if I want to.
I'm not dumb enough to have anything critical on it and I keep it that way for reasons like this, if it's critical it's not on any machines I have or will ever have.

As if I even know 5 kids who wouldn't assume me to be some guy basically giving them "free candy" (fast food).

This is such a dumb concept that will either lend people in jail... Or flat out be accused of something just to get their files back.

Well, any person walking down the street will find it suspicious if they see a van with big letters "free candy" so change it to "free cheeseburgers".

No more suspicious and you can happily kidnap 5 kids to get your precious files back.
