What case should I get?

I would recommend that you look at cases with an airflow focused front design (i.e. mesh front panel), rather than solid glass...as that will CHOKE airflow.

Having a good amount of good performing included fans is also nice, so you don't need to drop an additional $30 ~ $100 on fans (costs more if you want RGB, etc).

i also recommend a case that has bottom intake as people are having temp problems with 30xx gpus

Yes, that will work as well.

The P400A vs P360A is that the P360A is just smaller -- not as tall, and not as wide.

Whichever you like. Both are front mesh good airflow cases. The p400a is a bit better in that regard but that is about it so pick whichever you like more.
