This might suit your needs quite well:

On a serious note, You're unlikely to get something that runs windows 10 for $25. You're looking at computers that are at least 5 years old (But most likely are far older) and the bottom of the spec for the time, supposing that nothing's broken. If you don't get a legendary deal on a pc, I'd be surprised if you would be able to even open video editing software, much less actually edit video. Just stick with what you have now.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Yeah that’s still not happening unless you find a deal on a 10+ year old pc.

$25 for a computer? Maybe you can buy a broken 14" CRT from 1993?

yeah, whatever computer you have is still probably better than what you can purchase for $25.

It's not going to happen. You simply don't have enough money to buy much of anything unfortunately.

Some context for you.

$25 buys 3-6 beers, depending on the city and bar.

$250 would be laying down a challenge that some might rise to

$2500 would be mid to high-end, but not super high-end gaming rig price.

If you decide on option 1, mine's a whisky. 😉
