Is rtx3070 a refresh of 2080ti?

similarly rtx3060ti would be refresh of 2080s ?

since they have basically same performance

No. The RTX 30-series has a bunch of improvements to the tensor-cores and such, plus also added AV1 - decoding in hardware. The 3070 also achieves the same performance at lower power-draw, so no, it's not a direct refresh.

Irrelevant. Something having the same performance as another thing doesn't mean it's a refresh of the other thing.

It has better power draw, so no not really

 

Intel 14nm++++++ is a refresh because it's basically the same chip that Intel keep overclock it to higher speed, 3070 isn't 2080ti that has been clocked to a higherspeed (or have reduced VRAM) but a slightly defect 3080 that can run at the speed of 2080ti, not at all a refresh just the leftover chip that can't make it to the flagship product.

It's not like the 3070 costs less than half of what the 2080Ti did.

 

A refresh would be something like the GTX 770 for the GTX 680, where it's the exact same GPU equipped with some faster memory. Even something like a 2080 Super would be a lot closer to being an actual refresh (though I still wouldn’t really call it that), as opposed to the 3070 and 2080Ti.

It's not. The 3070's based on the GA104 GPU, whereas the 3080 is based on GA102.

because usually new architecture comes with lower power consumption and some minor benefits. depends how you want to look at it. but technically, its not a refresh. intel's 10th gen is a refresh.

By this definition the 1050 ti was a "refresh" of the 680. Released years apart, different architectures, vastly different price points, vastly different power draw, but hey they perform about the same! 

 

 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

There are only two cards that are semi worth it for ray tracing and that is the RTX 3080 and RTX 3090 and even then those cards take massive performance hits with ray tracing like in a game like CP 2077.  IMO we still aren't there yet where ray tracing matters for the majority of games.  DLSS has come to fruition and IMO 100% makes the RTX lineup worth it, but don't buy a RTX card for ray tracing, we are probably still two generations of cards away

We got ourselves an engineer here boys. He's gonna be getting a call from Intel any day now to help them kickstart Xe.
