How does boost clock even work?

So, I have recently made and upgrade from a 1060 to a 2070 super. This was because I dont have enough money for a 3080 or 3070 but managed to get a really good deal on a 2070 super second hand. The issue is that I have an i5 7600k. Paired with a H170 chipset. Again, got a decent second hand deal. Been running an i5-6500 for years but cost me 30€ to upgrade to a 7600k. The 7600k to no suprise is a massive bottleneck in most games. Eventho it's single core rating is quite good. So im really looking to boost it's performance.
The issue I have found is the following.
The processor: i5 7600k 3.8 base 4.2 boost, is constantly running at 3997mHz or something around there. In that state it reports 40 watts of power usage. And since it's water cooled only stays on about 50C. I was wondering why it doesn't go any higher. Since I assume there is more performance to be had.

Motherboard Asrock H170 Pro4 hyper.

Temps usage and clocks measured with HWmonitor.

Stress tested with: Aida 64, p95, Rainbow 6 siege, Counter strike.

As Intel says:

Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology and, if present, Intel® Thermal Velocity Boost.

If you are using more than one core, it can't reach that 4.2Ghz and has to default to its "all core" boost, which I would assume that (almost) 4Ghz is.

Ah oke, that sounds logical. Would you have any idea why it's only using 40 watts tho under 100% load?

The opwer usage depends on load, and games foften aren't hte most power usage of loads.

Base clock is what it will hit if turbo is disabled and Intel guarantees that it can maintain TDP at that clock speed. Turbo is how high it can go with TDP ignored. Note that max turbo limit depends on usage, you only get that 4.2GHz peak when the CPU is barely used and 4GHz is the all core turbo

but even p95 wont push it over 40, eventho tdp is 91w

Package power? Maybe it's running at really low voltage, also 100% usage doesnt mean it's a stressful workload

 

Or maybe the sensor's broken, that can happen as well

I am doing p95 small fft now. Thats giving me a more realistic Wattage, 57 package. 1.195v. Seems like this is truly all the performance i will get :C.

TDP =/= chip power consumption

 

although chip power consumption should be higher than TDP(?)

 

but yea, different instruction have different power requirements

power is often way under tdp for lower power parts like this one.

just seems weird there is nothing that can even comes above 60W. And ive tried a lot of programs.

Intel's pretty much using TDP as power draw, PL1 is the same as TDP by default

with a H170 chipset, nothing much you can do

it's plug and play pretty much

 

if there's something wrong you'll BSOD or it wont even boot

unless thermal throttle

-sigh- feeling like I'm being too negative lately
