8gb ram usable when I have 16???

Try reseating the memory, ensure they are in slots 2 and 4 and then apply XMP again

You have 8GB in Hardware Reserved. This is commonly an issue with:

  1. A stick not being seated correctly
  2. A stick being damaged.
  3. A iGPU reserving the RAM.

Reseating memory is the "have you tried turning it off and on" for a lot of memory problems.

Especially for hardware reserved memory situations, it seems to often help.
