What would be the best GPU for a lga 771 budget build?

Sorry if I'm not posting in the right area or even remotely close, this is my first time using a forum. I'm building a budget lga 771 Xeon gaming rig. I had gotten a free dual socket lga 771 board with two Xeons in it. I bought two Xeon e5450's to replace the existing ones in the system this morning and they'll be here in a few days, maybe a week.The system came with 16gb of ddr2 fb ECC ram. I have a SSD as a boot drive and a WD Green 4tb as a mass storage drive. The reason I'm posting on here is I'm stuck on what GPU to get. I want to do 1080p gaming @60Hz but I also want to get the most bang for my buck. Ideally I want to spend less than $200 on the GPU. The main games I play are GTA V, ARK: Survival Evolved, Fortnite, Forza Horizon 4, and Sims 4. Ideally I'd like to run these games at medium settings, I'm fine with low settings as well. I know there are many smart people here and I'm hoping someone might be able to find a GPU for my system that fits my needs.

Even used 290X, 390X is viable if you can find them cheaper. Keep in mind these run hot and use a lot of power.

I was thinking the RX 580 8gb, it's $169 new on newegg but I saw some bad reviews on it.

get a used not a new one. every card will have a few bad ones. there is a list of which run cool and which suck

Okay I just want to make sure I get the right one. I'm probably going to be using it for another few years. The PSU on my original system went bad about a week ago taking out basically everything except the fan and storage drives. It wasn't the worst thing in the world because it was a core 2 quad q9550 @3.6GHz with 8gb of ram. The only thing that really sucked from that was loosing my Radeon 4gb GPU. I hope to find a good GPU to last a few more years!
