Dual CPU power plug is usually used for overclocking the CPU, most notably for high end Intel CPU
PSU manufacturer does that more often as a way to reduce cost for cables instead of providing 2 separated cables
If you don't use Intel high end CPU, you can just plug one of connector to the motherboard, just make sure to see the labels on the cable so that you won't plug the connector the other way around
It does no harm to plug both Dual CPU connector to the motherboard as well, at least less cable hanging on your rig
