hey Linus,Don't Know if You can see this.I‘m From China ,Bilibili. About your black ops cpu issue,there ‘s a guy faced a similar problem.He might find a way to solve it.I'm not very familiar with PC so I give you what he said in Chinese.If you find anything wrong, you could ask Dennis Or Andy To Translate it for you.

Here’s what he said: I bought 2 E7 4890V2, these are also Ivy-bridge .when I boot the system, all the CPU’s frequency multiplier were limited at x8. changing the power supply strategy didn’t help.During the time I changed the OS from sever 2019 to 2008R2 , I found that old OS had No Problem at all.it turns out that there ‘s A function called “BD prochot” that Limits the IVB CPU’s clock in Windows 8 And 10.use a software called “throttle stop” to shut down “BD prochot”. After that all the CPU can run at 3.2GHZ in Cinebench .

BD prochot is something that underclocks the CPU when temps are too high to help run the CPU in safe environment. in Linus video I am pretty sure he said it was running very hot.

 

i am not sure this would be a good idea.

Well ‘maybe you are right, the guy I mentioned didn’t say that his problem includes the temps issue
