So when I turn on my iPhone 6s, it asks for the password, and doesn't let me use touch ID because it's been restarted or something. I don't remember the password. What should my next step be?

You have to do that through itunes, or take it into an Apple store

Edit: It says I have to download iTunes for either windows or mac OS, but I'm running Ubuntu right now. What do I do?

Get Windows or Mac. There is no linux client officially supported.

I mean given that macOS is loosely based on BSD, there is no real reason it couldn't be done other than a simple lack of will

Super expensive to support an endless amount of distros for an extremely small user base. It doesn't make any financial sense.

You need to erase the phone and completely reset it in order to clear the password. You can either do this by connecting to a PC and using iTunes or via iCloud if you previously set up "Find My iPhone".

 

I still can't access my very first icloud account because i forgot the security questions. It is nonsense.
