What are the best DLC(s) for Cities Skyline?

I got the game in Humble and it came with After Dark, I think, but it seems somewhat empty, what DLC(s) should I get?

Green Cities was my favorite

 

But there's a bunch of steam workshop items, have you checked them out?

Steam Workshop mod support = free DLC

 

Mass Transit is my favorite actual DLC.

 

Also, good luck getting fps when you have hundreds of mods, lol.

Mods may require the DLC, so it's hit and miss to rely solely on them.

 

I have After Dark (it's okay), Snowfall (It adds cold weather management, which can get annoying if all you wanted was a cosmetic thing), Mass Transit (I think is good), Green Cities (also pretty good), and Parklife (and also pretty good)

I enjoy building smaller cities ATM, is there one more geared towards this? How is Industries?
