60 Hz vs 75 Hz budget monitor?

I have been looking for a good monitor for home - work and business tasks with a home media activity (movies and rarely gaming) and I found for my budget 60Hz and 75Hz monitor. I'm pretty sure gaming 144Hz+ and 60Hz are makes visible difference, but for my budget I have only 60 and 75Hz monitors for choose.

 

Is there any real sense and noticable and "feelingable" difference between these two frequency for basic home purposes?

I'd dare venture most cheap 75hz monitors are just overclocked 60hz ones - something you can do yourself.
