Is 450W PSU enough for this system?

450W is more than enough for that system, but don't buy the Thermaltake TR2.

80+ is an absolutely meaningless certification.

You need to look at who actually makes the PSU to know if its good or bad.

That shows who makes PSUs and has links to reviews. Its the most important single component in terms of the reliability of a PC(along with the UPS oe surge protector that protects it) so it pays to get a good one.

I.e., a PSU with 100% efficiency drawing 500W would draw 500W, while one with 50% would draw 1000W, one with 25% would draw 2000W, etc.

While it is true that if a PSU is 80+ certified, it isn't complete shit, the TR2 is practically one of the only exceptions.

Ripple can be as high as 61mV and efficiency as low as 82.6% (although the PSU does meet 80+), plus it's not a very recent power supply.

Can't see why it's listed as Tier 7 on @STRMfrmXMN and Tier G on @LienusLateTips's PSU list however, it's not extraordinarily bad as they seem to suggest

Looks okay, but I'd probably suggest a CX550M, CX450M, CX450 or CX550.

CXMs have semi-modularity but have sleeve-bearing fans, CXs have no modularity but rifle-bearing fans which last much longer. But they're also dirt cheap in most cases

Those are expensive. This is a budget build for ~450

This build is not for me, it's for a friend. And ,yes, he already saved a little more. He wanted a PC for ~350-380 but that was impossible. Now he saved for some months and he has 450$. I don't think he will wait more just for a fucking PSU. I just want  a PSU to be enough to handle the system not modular and 80+ Gold shit

I do know (I live in Portugal), but my point was that it was relatively cheap. Here it's about 52€ while the TR2 is ~65€

Checking the Sapphire website it states 195W power consumption, so it's a fair bit higher than most RX 570s, but it will still be fine. Even with a 1300X.
