Yes, it is necessarily so.

DDR3L is just DDR3 that can run at lower voltage. It's used in laptops because it consumes less power and that's useful when you're not plugged into the wall.

Due to Skylake being spec'ed to use ram up to 1.35v, DDR3L is the most practical comparison for a direct comparison to DDR4.

Whether it be normal DDR3 or DDR3L, performance will be the same with the same settings.
